Manager, Site Finance and Administration - International

Position Title:    Manager, Site Finance and Administration - International
Reports To:         Director, Finance and Administration - International and Project Manager - International

Purpose: Provide supervision and direction to On-Site personnel in Finance, Accounting, Information Technology, Human Resources and General Administration. Provides the Site Project Manager and Site Management with financial and administrative support to ensure adherence to appropriate processes and controls and prepare reporting, and performance measurements to ensure the highest quality construction services and financial returns are delivered for projects.

Responsibilities:
  • Coordinate with Business Development, Operations, and the Corporate Office to establish appropriate support functions. Ensure compliance with local legal and tax entities as required and execute local banking transactions to support requirements throughout the project.
  • Support all Operations and Corporate functions to create initial and annual project budgets.
  • Working with the Corporate Office and Pernix Audit and Professional Services providers, ensure that accounting, tax and compliance policies and procedures meet local requirements while maximizing the financial returns to Pernix.
  • Hire, train, and supervise Site personnel in Finance, Accounting, Human Resources and Administration. Lead Site personnel in providing accounting and reporting deliverables to the Corporate Office in addition to supporting the Site with regular reporting of results.
  • Assume responsibility of payroll for both local staff and international staff.
  • Provide general oversight to local office staff and provide life support for U.S. and third country national employees including visas and work permits, travel, housing, and transportation.
  • Support Operations and Site adherence to departmental and companywide procedures, policies, work rules and work assignments. Coordinate and follow appropriate requirements and corrective actions required by Functional Heads as needed.
  • Collaborate with functional leaders to monitor adherence to departmental and companywide procedures, policies, and work rules.
  • Support local purchasing activities including subcontracts, local materials, supplies, and equipment.
  • Support Site and Operations management in the evaluation and submission of requests for capital expenditures.
  • [MK1] Assist in the generation of cash requirements and cash flow projections to the Corporate Office to assist in managing and aligning cash balances and bank working capital and debt agreements.
  • Support Site/Project reporting and provide required information and reports to Corporate Accounting and Executive Management. Establish reporting and communications to provide cost information and project performance variances and coordinate with Operations to evaluate and implement actions to reduce or recover revenues or reduce costs to achieve the financial objectives of projects.
  • Support, monitor and drive appropriate Site and Project decisions and actions in areas which contribute to profitability, including items such as pricing, change order management, local
labor and tax regulations, customs clearance procedures, job site policies (housing, vehicles, flights, food, and expense reporting and controls).



Essential Skills:
  • Accounting Skills: Understanding of complex multi-entity structures, GAAP, and IFRS requirements, in addition to Intercompany and Consolidated transactions and reporting. Knowledge and US and International Tax and Audit requirements.
  • Finance Skills: Demonstrated success in budgeting, financial modeling, cash flow management and forecasting.
  • HR Skills: Ability to understand local labor law and local labor requirements.
  • Cross Functional Interaction: Experience with performance monitoring tools and metrics as well as the ability to establish working relationships with Operations, Engineering, Procurement, and other functions performing construction services.
  • Communication Skills: Effective communication skills are essential for interacting with w/staff, suppliers/subcontractors, internal and external stakeholders, and all team members.
  • Leadership Skills: Must be able to manage and motivate multicultural team members and staff.
  • Critical Thinking Skills: Must be able to address challenges that may arise with thoughtful and appropriate potential solutions. Must be able to provide timely insights to the business.
  • Systems/Software: Experience in ERP and Financial systems, Microsoft software, Outlook, Excel, Word, and PowerPoint.
  • Organization Skills: Must be able to multi-task and manage multiple demands and time pressures.

Education/Experience:
  • Bachelor’s degree (B.A.) in Accounting or Finance from four-year college/university is preferred.
  • Minimum of five or more (5+) years of construction experience with a focus on finance, administration, and information technology systems.
  • Supervisory/management experience
  • Proficiency with construction software such as ProCore, Vista, CMiC .
  • CPA or MBA preferred.
  • International project experience required. Exposure to government contracting is a strong plus.

Key Requirements
  • U.S. Citizenship is a MUST.
  • For certain government related projects, must be able to secure and maintain security clearance at the required level.
