Pernix International is seeking an experienced Safety & Health Program Manager (SHPM) to lead site-level safety operations on a large-scale construction project in Lagos, Nigeria.
This role is critical in driving full compliance with U.S. federal safety standards, host country regulations, and company policies. The SHPM will serve as the on-site authority for all construction safety and health matters, ensuring proactive risk mitigation, training execution, compliance oversight, and culture leadership.
This is an international assignment requiring relocation.
Serve as the on-site lead for all Safety & Health Program implementation and enforcement
Develop, manage, and continuously improve the Site-Specific Safety & Health Plan (SSHP)
Ensure compliance with:
OSHA regulations
EM 385-1-1 standards
Project contractual requirements
Host-country health and safety regulations
Conduct daily site inspections, hazard analyses, and safety audits
Lead Job Hazard Analyses (JHAs) and Activity Hazard Analyses (AHAs)
Investigate incidents, near-misses, and safety observations; implement corrective and preventive actions
Deliver safety training programs and toolbox talks
Interface directly with client safety representatives and government quality assurance officials
Maintain safety records and reporting documentation in accordance with federal standards
Foster a culture of safety accountability across craft, subcontractors, and management teams
Must be able and willing to relocate internationally (Lagos, Nigeria)
Must be a United States citizen eligible to obtain and maintain a security clearance
Ability to pass background investigation including criminal and credit checks
Minimum of 5 years’ experience as a Site Construction Safety Manager on projects involving:
Large concrete commercial or residential buildings
Heavy highway and road construction
Structural concrete works
Demonstrated working knowledge of:
OSHA standards
EM 385-1-1
Must hold a Construction Health & Safety Technician (CHST) certification through the Board of Certified Safety Professionals, or be able to obtain it within 6 months of hire
Prior experience supporting projects for the U.S. Department of State / Overseas Building Operations (DOS/OBO)
Experience on U.S. federal construction contracts overseas
Strong written and verbal reporting skills for government clients
Experience operating in international or developing-country environments
