Position Summary

Pernix International is seeking an experienced and commercially focused Contracts Engineer to support the successful execution of international construction projects. The Contracts Engineer is responsible for administering contracts throughout the project lifecycle, ensuring contractual compliance, mitigating commercial risk, and protecting the Company's interests while maintaining strong relationships with clients, subcontractors, suppliers, and project stakeholders.

The successful candidate will provide expertise in contract drafting, negotiation, change management, claims administration, financial controls, and dispute resolution to ensure projects are delivered in accordance with contractual obligations and company standards.


Key Responsibilities

Contract Administration

  • Administer client, subcontractor, supplier, and consultant contracts throughout the project lifecycle.

  • Review, interpret, and ensure compliance with contract terms, conditions, specifications, and project requirements.

  • Maintain accurate contract documentation, correspondence, and records.

  • Monitor contractual obligations and ensure timely execution of all contract deliverables.

Contract Drafting & Negotiation

  • Prepare, review, and revise contracts, subcontracts, purchase agreements, amendments, and other commercial documents.

  • Support the negotiation of contract terms with clients, subcontractors, suppliers, and consultants to achieve commercially favorable outcomes.

  • Ensure project scope, schedule, pricing, deliverables, and risk allocation are clearly defined and documented.

  • Provide commercial recommendations during contract negotiations.

Commercial Risk Management

  • Identify contractual, commercial, financial, and operational risks throughout project execution.

  • Evaluate potential contractual issues and recommend mitigation strategies.

  • Support the management of claims, notices, extensions of time, and contract modifications.

  • Assist project teams in maintaining compliance with contractual requirements and minimizing commercial exposure.

Financial & Commercial Controls

  • Monitor contract values, payment applications, invoicing, retention, and payment schedules.

  • Review cost impacts associated with contract changes, variations, and claims.

  • Support project budgeting and financial reporting by ensuring contractual obligations align with project financial objectives.

  • Assist in evaluating cost variances and commercial performance.

Change Management & Claims

  • Administer contract changes, change orders, variations, and amendments.

  • Prepare and evaluate supporting documentation for contract modifications.

  • Assist in the preparation, review, negotiation, and resolution of claims and disputes.

  • Coordinate with project teams to ensure timely notification of contractual events.

Compliance & Governance

  • Ensure contracts comply with applicable legal, regulatory, client, and company requirements.

  • Verify compliance with health, safety, environmental, and quality standards.

  • Support internal and external contract audits.

  • Promote adherence to Pernix International's policies, procedures, and ethical standards.

Stakeholder Coordination

  • Collaborate with Project Managers, Engineering, Procurement, Finance, Legal, and Operations teams.

  • Serve as a commercial point of contact for clients, subcontractors, suppliers, and consultants.

  • Foster strong working relationships while protecting the Company's contractual interests.

  • Support project teams by providing contractual guidance and interpretation.


Qualifications

Education

  • Bachelor's degree in Civil Engineering, Construction Management, Engineering, Quantity Surveying, Law, Business Administration, or a related discipline.

Experience

  • Minimum 7 years of experience in contract administration, commercial management, or contracts engineering within commercial, industrial, infrastructure, or EPC construction projects.

  • Experience administering complex construction contracts from project award through closeout.

  • International construction or EPC project experience is highly desirable.


Knowledge & Skills

  • Strong knowledge of construction contract administration principles and industry-standard contract forms.

  • Understanding of commercial risk management, claims management, change orders, and contract compliance.

  • Strong negotiation and conflict resolution skills with a practical commercial mindset.

  • Excellent written and verbal communication skills.

  • Strong analytical, organizational, and problem-solving abilities.

  • Ability to interpret technical specifications, drawings, and contractual documents.

  • Knowledge of project financial controls, payment processes, budgeting, and commercial reporting.

  • Ability to manage multiple contracts and priorities in a fast-paced project environment.


Technical Proficiency

  • Contract Lifecycle Management (CLM) software.

  • SAP ERP or equivalent enterprise resource planning systems.

  • Primavera P6.

  • Navisworks.

  • AutoCAD.

  • Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).


Preferred Qualifications

  • Experience administering FIDIC, NEC, AIA, or other internationally recognized construction contracts.

  • Familiarity with procurement, subcontract management, and contract closeout processes.

  • Professional certifications such as Certified Commercial Contracts Manager (CCCM), Certified Professional Contracts Manager (CPCM), PMP, or equivalent are considered an asset.

  • Experience supporting international EPC, industrial, or design-build construction projects.
